More Than Barriers: How HVM, Manned Guarding & CCTV Work Together to Strengthen Site Security

When people think about Hostile Vehicle Mitigation (HVM), it’s often seen as the endpoint of physical protection. Put in the bollards, install the barriers, job done. And in some cases, that might feel like enough. But here’s the reality we deal with every day: a barrier alone doesn’t keep a site safe. It helps. But it doesn’t work in isolation.
At Priority First, we work with clients across sectors (commercial, public, construction) to design security solutions that are actually usable, not just impressive on paper. That means looking at how HVM interacts with the rest of your security setup. Because yes, a well-installed barrier can stop a vehicle. But what if the threat isn’t a vehicle? What if it’s someone on foot? What if it’s someone already inside the perimeter? What if the barrier’s been tampered with?
That’s when having trained personnel and proper surveillance really matters.
Barriers are great, but they aren’t people.
Let’s say you’ve got reinforced bollards installed at key entry points. They’ll stop a van trying to force its way through, no doubt about it. But those same bollards can’t tell you whether someone’s watching the site, looking for gaps in procedure. They can’t flag a suspicious delivery. They can’t manage visitors. They can’t walk over and de-escalate a situation.
That’s what our manned guarding teams are there for. Our officers are trained to observe, assess and respond. They know how to spot a threat before it becomes a problem. And they know when something’s not quite right – even if, to anyone else, it might seem fine.
You also need eyes across the site. That’s where CCTV comes in.
CCTV is live intelligence
Some people still think of CCTV as something you check after the fact. But the way we use it is very much in the moment. Our monitoring teams can operate 24/7 from the control centre. When an alert comes in, we don’t wait. We assess and escalate as needed – whether that’s contacting on-site staff, calling for support or dispatching mobile patrols.
We also integrate CCTV with manned guarding. That means our officers aren’t working in isolation – they’ve got live camera feeds, real-time alerts and the backing of a team that can spot what they can’t see.
HVM, guarding and CCTV – not either/or
We’ve had conversations with clients who want to invest in just one area – maybe they’ve had an incident and want better barriers. Or maybe they’ve had a scare and want a guard presence straight away. And those responses are valid. But what we always encourage is to think about how those pieces support each other.
Barriers are preventative. Guards are responsive. CCTV is constant. Together, they give you coverage that actually works – not just physically, but operationally. It’s not about spending more. It’s about making sure what you do spend is actually doing the job.
Security needs to match the site, not the checklist
There’s no one-size-fits-all setup. A retail park in the city won’t need the same response as a remote distribution centre. A live construction site isn’t going to run the same way as a corporate HQ. That’s why everything we do is based on site assessments and real conversations. What are the access points? Where’s the foot traffic? When is the site most vulnerable?
Sometimes the right answer is a permanent team of officers, supported by live-monitored CCTV and fixed HVM. Other times, it’s a rotating mobile patrol and temporary vehicle mitigation while a site is under development. Whatever the setup, it only works if the different parts are talking to each other.
What we offer at Priority First
We provide HVM systems that are suitable for all types of locations – from urban offices to high-risk infrastructure. But we also offer:
- Manned guarding and concierge-style front-of-house
- 24/7 remote CCTV monitoring and rapid response
- Mobile patrols for sites that don’t need a static team
- Full site assessments and ongoing risk reviews
Our guards are trained, SIA-licensed and experienced. Our monitoring team is alert and proactive. Our equipment is maintained and regularly reviewed.
Good security doesn’t rely on one measure. It relies on the right combination of people, planning and infrastructure. That includes barriers. But it also includes the people behind them and the systems watching from above.
If you’ve already got HVM in place, great. But ask yourself – what happens when something goes wrong and it isn’t a vehicle threat? Who’s watching? Who’s responding? If you’re not sure, we can help.
